Hamas’s announcement that it has agreed to a pathway for handing over its weapons marks an exceptional development amid the arrangements for the second phase in the Gaza Strip. This paper examines the challenges facing the Gaza roadmap and the obstacles to the movement’s handover of its weapons, particularly in light of the conditions set by the movement and the corresponding requirements imposed by Israel. Against this backdrop, “Mutual obstruction” emerges as a term that helps explain the current deadlock on the ground and at the negotiating table. This pattern is no longer confined to the Gaza Strip, but can also be observed in southern Lebanon.
