Hamas’s announcement that it has agreed to a pathway for handing over its weapons marks an exceptional development amid the arrangements for the second phase in the Gaza Strip. Against this backdrop, “Mutual obstruction” emerges as a term that helps explain the current deadlock on the ground and at the negotiating table. This pattern is no longer confined to the Gaza Strip, but can also be observed in southern Lebanon.
